I've carried a whole 26" bike frame on the baskets of my MTB. Left the wheels locked up to a pole and picked them up the next trip. Tied the frame to the basket with bale twine. Truck Loader's knot #1.
I stay off the cell phone grid in summers, and never know what odd thing will go wrong with my bike next. Better to have a spare bike out there.
If you don't have baskets, look at what Wald sells.

@Formernuke, A lot depends on the kind of bike you have. Can you attach a photo so we can better advise you? One such option is to have a slot in a running board that the other bike's front wheel fits down into while securing its handlebar to your rack with a bungee.

Hey folks, that link right above is to my blog. I think it’s a pretty good solution that is very similar to the “bag and drag” method shown with the cargo bikes up top, but works with regular bikes. The design works well enough now, but I’d love your feedback to help make it great.
I’ll add an additional idea, too, for a small kids bike: You can get some bike storage hooks and mount them off the rear of your rack and hang the bike by the top tube, transverse to the main bike. Then some Voile Straps or similar to cinch down.
I like it like this. I made this one stealth electric with a mid-drive and it sold within six-hours. Then turned around and purchased the orange one to convert. Check out the clean connections and wires. The green one carries 220 pounds on the back. The orange, 300.
