Help Choose EBike for Short Person 4’11 Looking for Low Saddle Height

Seems like a smaller step thru would work. An Lectric xp step thru would fit smaller rider, is cheap and height is adjustable. Aventon sells smaller frames, like a pace 350 or pace 500. Look for postings on bikes for shorter riders.
Whats wrong with the Lectric Step Thru for 899?
I fear those lectrics (and all folders) have the same issue as the brompton we tried. Wobbly feel due to the tiny wheels and narrow bars. But keep the suggestions a-coming!
Lots of choices under $2k. I’d look at 20” tires on a step thru fat bike.
What about the Rad Mini 2 step thru?
I think if we go with a Rad it would be the RadCity; bigger wheels yet a lower seat. Only worried about how heavy the Rads are not getting to try one.

From the pictures of the rad city step through, it looks like the seat will hit the fender if you lower it too far

Do you mean the rear rack? In his video he shows it all the way down even with the top of that but I hear you! I'm more concerned that putting the seat that low would make the handlebars like harley ape-hangers, lol.
 
I just found a good price on a locally used Tern Vektron Q9. Not the shortest seat, but maybe less wobbly/narrow?

The only one with bigger 20" wheels under 2k I'm seeing is the RadCity. Which other ones should I look at?

We have an Lectric XP step thru that my 5'4" daughter rides. It has 20 inch fat tires and seems quite sturdy, not wobbly. I agree the xp handle bar seems short but for less than $30 you can easily replace it. They are heavier than my other e bikes.

I'm warming to the idea of this one (especially at the price, ha ha). Any idea if the step through has a lower seat setting than the regular? She was a bit scared of how far away the top tube was on the one ST bike she tried.
