The French National Assembly voted to provide their residents a grant to buy an electric bicycle when trading in an old car (Diesel car or van registered before 2011, gas car registered before 2006). The amount appears to be 40% up to €1,500 ($1,745) towards an ebike or €1,000 ($1,160) toward a cargo bike (both electric assisted or non-electric) according to https://www.service-public.fr/particuliers/actualites/A15071
