It was a bit of a joke actually because I noticed their logo on the young gentleman's hat and thought it an unusual spot to show up!

Guess wearing helmets over there isn't as popular as it is in most regions?

As for the helmet issue here it is mandatory and everyone wears it. Except for my teenage son who's already tired of arguing. Teenagers.......................... you know.
