Do I need to use Park Tool AP-1 primer?

This is for a new Rad Mini 4. Replacing some of the button head screws I stripped with an old hex bit. Using the same silver 10.9 grade screw, but with socket heads instead. Was about to apply a drop of Park Tool's TLR-1 when I noticed the note stating the AP-1 primer is required for anything with carbon fiber. I know my bike's not carbon fiber, but it wasn't really clear whether the primer is required otherwise.

Should the primer be used for general use? Is there a chance of getting stuck when not using the primer on a non carbon fiber frame?
