You're welcome. I put a section of an inner tube under. Not sure how you mean using a washer. I must be thick-headed today?

On the Bottle Bob, the bolts are too long so you need a washer or two on the cage side to prevent the bolt to hit the seat tube.

Gotcha. Not an issue with larger diameter frame members. Those vintage bikes had smaller diameter tubes than any of my bikes.
