CCS: Rec for rack that fits standard pannier bags?

I've had my CCS for a few weeks and love it. i started out just bungee-ing my standard laptop bag to the rack, but I really wanted a pannier bag that I could easily pop off and carry into the office.

I settled on the Arkel Commuter Urban Pannier (https://www.arkel-od.com/en/commuting-bike-bag.html), which seems like an amazing bag. But upon trying to attach it to my CCS, I realized that the bottom part of the rack is much too high to catch the bottom hook. I tried it out on my other bike's Topeak and it fit perfectly.

Is there a rack that can be mounted on the CCS that supports a lower pannier mounting point for the bottom hook? Or a rack with some modification? Or some workaround?

From the photos on the link you shared, it looks like it would be very easy to shorten the bungee -- just pull the top part where the knots are, out through the black loop and re-tie the knot to a length that raises the bottom hook enough. Or put the bottom hook in a vise and re-bend it to make a shorter but deeper hook.

Looks like a nice bag. I'm sure you'll enjoy using it once you get it sorted out.
 
My Vaude Aqua pannier (available on Amazon) has an adjustable bottom hook and mounts up great to my CCS. Great bag, too.
