c02 Inflator Question

I found this in my garage from my dad back when he was around, he rode harleys and motorbikes....Is this for presta valves, It is unused but theres no name brand on it..I recently ordered a c02 inflator from amazon before I found this....Should I cancel my order if this is indeed for presta c02 inflator, should be decent huh? If it was for motorbikes, then it would likely be for Schrader value. It also looks like it is for a Schrader value as well.
 
That doesn't look like it uses CO2 cartridges? (Like all CO2 inflators that I'm aware of.)

It looks like it's refillable and you need to refill it after you use it?
I have no idea how that is done?
 
Whatever it is, it looks to me like it's for Schrader valves. The base seems redundant and not big enough to hold a CO2 cartridge though. Does it unscrew and let you insert a CO2 cart?

You know, I guess it could be for the threadless style of cartridges, in which case, if there's enough room in there, the base would be necessary. I'll bet that's it.

Yea a co2 cartridge definetly fits in the bottom and threads in there, but the cover wont fit over my cartridge...

Might be the wrong size co2 cylinder.

It may work with threaded and threadless carts, but only with 16 gram threadless carts, which would have to use the base.
