How do you test a Motor Controller?

So, I am going to give as much information as I have, but this bike belonged to my son. He got 1 bike from Amazon, Lectric, not sure the model. Something about it failed. He got another E-Bike from Amazon, Breeze? Something about it also failed.
At some point he took both apart and put all the good parts into the Breeze frame. He ran it like this for about 3 years and it worked great. In 2020 he came home for a short time and the bike quit. It has sat for several years in the shed.
It has Lectric Fat tires and motor, X031-AB001B Motor Controller and a broken M5 LCD display. I also have both batteries 48V.
Right now the bike does nothing. I found a wire diagram for the controller and verified that the connections are correct. The breeze battery has a key switch, but no key, so that has been jumped.
I have verified 52V +/- at the battery and to the input of the controller.
I tried to connect the 3 large wires that go to the motor to a BLDC RC car motor. I wanted to see if it would even try to spin it, I got nothing.
Is there a way to check the Motor controller? If so, how?
The display has the "Cruise Control" buttons connected, but the LCD is smashed. It was running this way for a long time, so I don't think that is the issue. Are they even required to make the motor spin?
I would like to get it running again, for my son or myself. I just don't want to throw parts and money at it without having a good idea what the issue is.
Basically I am looking for a path to diagnose the issue.
Any help would be fantastic.
