Cold temperatures increase the resistance of a LIIon cell. Thus the range and max amp draw are decreased. I found 45 dg F about doubled my battery draw. A 24 mile round trip took about 60% of a 17 AH battery.
In my garage, I have a back heating pad that I wrap over the battery on cold winter nights and run on low. LiIon doesn't have the absolute protection against freezing that lead-acid batteries do.
