Bag (Pannier) recommendations?

I've been looking everywhere for a good commuter bag for my ebike. Does anyone have one they like? I figure you need something bigger than a typical laptop bag to store a bike lock and other accessories (maybe even a dry shirt). I've checked out Ortlieb, Timbuk2, Thule, and Chrome.

I bought this Timbuk2 at Nordstrom Rack for $70: https://www.rei.com/product/847593/timbuk2-cog-pannier-single. I like it but the rack hooks on the back don't fold away so it's a clunky.

I just picked up this Thule: https://www.rei.com/product/870808/thule-pack-n-pedal-commuter-pannier, but left the tags on in case I want to take it back.

The Arkel Commuter has everything I want: easy on and off, flap closure rather than roll up, shoulder strap for carrying, laptop sleeve for my tablet, and even slots for pens etc. and something to cover the attachment hardware while I'm carrying it. It is so expensive that I haven't actually bought it yet....I've been wondering about buying the Arkel shopping bag and simply putting in it my current tablet bag, lunch bag, lock, emergency tool kit, and some clothing. It also has the shoulder strap, easy on and off, and flap to cover the hardware.
