Bafang BBSHD Error 21, PAS 1 and 2 working, but no power on PAS 3 to 5

I have this weird problem with BBSHD 1000w motor. The display shows "error 21". The speed sensor seems to be reading the speed correctly. The bike performs normally as long as I use PAS level 1 and 2. But whenever I try to go up to PAS 3 and above, the power cuts out.
Any suggestion?

If you’ve done all of the following steps and no joy I’d replace the PAS board and sped sensor. All BBSxx owners should have a spare speed sensor in their parts box. Somewhat easy to damage and get hammered d by the elements. https://intercom.help/bafangusadirect/en/articles/5071424-error-21

I re-programmed the controller and this error went away.
