Any way to convert a Class 3 to Class 1? Brose TF Mag

Hi! My wife and I bought a pair of Class 3 bikes from Serial 1. With my amazing luck, my state (MA) recently passed eBike regulations that make absolutely no mention of Class 3 - which I assume means it is not legal now.

Am I screwed? Or is there a way to convert these Class 3 bikes to Class 1?
