annoying yes, but thats the purpose of highway codes, pedestrians are the default, anyone cycling or driving is exposing pedestrians to increased danger and must think ahead and prepare for pedestrian unpredictability.

Though the states has lower protection for them, in the UK the pedestrian is always given the benefit of the doubt unless it can be proven they acted in malice.
On shared paths over here, if a walker suddenly stepped in front of you and you hit them on your bike, its your fault.
You should have prepared for such an outcome.

ive almost got to the point where i am stopped around pedestrians, after bike commuting the past 8-10 years, i feel like i've seen it all. between airpods and phones, no one can hear me coming anyways and isn't listening. i've had so many people completely turn in front of me without any notice at all, so bizarre but whatever. most important thing is just being super diligent, i have slowed way down any time i'm around walkers/joggers, etc. last thing i need is to run into someone on my bike.
 
little kids on bikes are like crack addicts, you never know what direction they will go. rabbits are bad too they are not too sensible.
 
Agree on the need for caution around pedestrians, dog walkers, skateboarders and such. Also deer, rabbits and what I call suicidal squirrels who seem to compete to cross right in front of cyclists.
