I like slow moving vehicle laws as a model. 20 mph speed limit. No power limit. Uphill or downhill 20 mph.
I should clarify, because I was referring to speed capabilities of the bike. I find it reasonable to have speed limitations out on the trails, despite being imperfect at times. For e.g., going 25mph when the limit is 15 in an open and clear downhill, or conversely going 10 when you should be going 5 through a tight and blind hairpin.

When I was young I practiced shift points, acceleration and braking on the twisty rural road I took to and from work every day. In my car. My objective was to do the ride as fast as possible without exceeding the speed limit, 55 MPH. (Since it was my game, I allowed myself to exceed the limit on one long (3/4 mile) mostly downhill, straight stretch.)

Oh, yes. The car was a ‘65 Beetle.
