20mph vs 28 mph Bosch mid-drive motor for Bulls ICONIC EVO TR 1 in Canada??

My confusion is the Bosch Performance Line Speed and Performance Line CX motor, from BULL.
On this website, the Bull Iconic Evo TR 1 is reported as having a Bosch Performance Line Speed motor. This is supposedly a class 3, rating of 28mph, nominal output of 350W and 63Nm torque bike. Yet, in the same specs of this site, it says the top speed is 32kmph (20mph). I am confused what is the true top speed of this bike and torque?

I live in Vancouver, and I understand in Canada, that there are regulations which control the speed (to 32kmph (20mph)) and power to 500W. Yet, my LBS says the Bull Iconic Evo TR 1 has a top speed of 20mph (32kmph), with 250W power from a Performance Line CX motor? https://www.citecycles.com/iconic-evo-tr-1.html

I'm inclined to trust my LBS, but wondering if I can easily get to a top speed of 28 mph rather than 20 mph on a regular flat surface while pedaling?

I previously had an ebike from Rize bikes with a Bafang hub motor (500W 60Nm, top speed reported as 32kmph, but with some tinkering, I could make it go easily up to 40kmph). I want to be able to do that with my next bike, so what can I purchase to achieve that speed with eases?

Your first two sentences are saying the same thing. Is your LBS saying the Evo TR 1 has a top speed (under power) of 28mph? If so, they're wrong (or breaking the law). As you mentioned, all ebikes in Canada have a top end limit of 32kph.
Having said that, there are a number of companies that sell de-restrictors for the Bosch Gen 4 motor. Unfortunately, it also cancels your motor warranty.

First, that review is from 2019. That bike had a gen2 Performance Line Speed motor (at least in the US)

Second, my shop in the US lists 2 variants:

A) Iconic Evo TR1 , this has a gen4 CX with 20mph assist
B) Iconic Evo TR1 Speed, this has the gen4 Speed motor with 28mph assist.

I doubt if the Speed version is sold in Canada.

For the big bike companies, like Trek, Giant, Specialized, etc., ALL of their ebikes are limited to a max of 32kph under power. Some of the smaller companies do sell ebikes that can have their maximum speed increased for "use on private land"......wink, wink.
All Bosch powered ebikes sold in Canada have a 32kph limiter.

What I found by calling Bulls USA is this: The newer TR1 with the 750 Wh battery is a class 1 (20 mph max) Bosch CX motor, the 2021 TR1 model with the 625 Ah battery has the Bosch speed motor, class 3 (28 mph). They did the switch due to the release of the new TR2 which has the speed class 3 motor.

Noticed the same noise on the new Trek Alante 7s I test rode recently, it has the same Bosch speed motor (Gen3)
