Ok, I called Specialized rider care. They told me that some Enviolo settings are overridden by Specialized, but cadence is not one of them. As @Tim C suggested, changing Start From Stop in the Enviolo app is not overridden. Hooray!

I'm not that familiar with how the relationship between LBSs and manufacturers works. If the manufacturer lowers the price on their website for a given model, does the LBS have to honor that?
