I don't have Hi rise bars. They're flat MTN bike bars but crouched over riding hurts. I'm old :) I don't want to change the bars, they have all the electronics on them.
NOPE, you assumed wrong. They say it is both 22.2 AND 25.4 (impossible to be both) but in reality they are only 22.2 and they expect you to over tighten the wedge to get it to grab the wider diameter tube. Doesn't work, stem moves around and there are a lot of bad reviews on Amazon specifically...
Anyone who has to "constantly"air up their tires are either over weight, have loose valves, poor quality tubes, or are as anal as f*ck. :) Sorry but apart from a regular visual check I go months between tire pressure checks (car, Bike and Motorcycle) :)
Carrying slime is a good idea. I have slime in my tires too, but if I pass someone who has a flat I can stop and squirt some in his tire and co2 it up and they're on their way. :) :).

Not sure which model you have but there is a speed controller attached to the left hand pedal crank at the frame of mine. It's a round black plastic ring. It can get caked with oil and dirt. Clean it. That might help.
I have seen a quill stem "extender" but bad reviews with having to have 2 quills in the tube. I would look at new Hbars but hard to find a mid-rise 31.8 at clamp tapering to 22.3 at grips.
