The Newton-Meter is the standard. All manufacturers will be quoting figures "at the motor", and not "at the wheel". The torque figures "at the wheel" can change depending on your drive chain setup - Chainring/Cassette/Wheel sizes etc.

Given this is a new throttle its possible the Throttle Start and End voltages don't match what the Controller is expecting to receive. Might need adjusting in programming if that's possible, or maybe need to buy another throttle that matches. But melted bits don't sound good either so maybe...

I'm in the UK so the brands available tend to differ but I don't think the Juiced bike is that bad... Sites like these tend to amplify issues. People with problems come here looking for answers while everyone else is happily riding their bikes... I'd probably buy one and then spend a few quid...
