I have these, they were ok BUT.............

They are NOT stiff, when things are in them they, "flop"

Any ideas for a handle bag bar that is well supported to hold a camera, batteries, phone, wallet, and is stiff enough to stand up not flop under load.

Many thanks

I use this one from Arkel for my camera gear:

Comes in 2 sizes and is practically crush proof.
Unfortunately, it's made in Canada and is now quite expensive due in part to the tarrifs.

Its smaller, but I love my Routewerks:
Its not as spacious as the touring style handlebar bags but has a plastic top (with bike computer/phone mounting point) and a rigid frame. Attaches to the bar using a machined aluminum mount that has a quick release lever. It opens forward so is easy to pop open while riding.

If it is flaccid why not put on some Luther Vandross and softly rub some silk on it?
Really, can you reinforce it with some plastic sheets cut from say from a large used plastic liquid laundry detergent bottle. For one bag like this I lined the inside with Mylar bubble wrap from a sweets shop. It is used when shipping chocolates and they toss it evert day and will be in the landfill for 10,000 years. It made the bag insulated for food and gave it structure. I placed the lightweight double-walled material between the inside liner and the outer shell. And was able to do all six sides. It took five minutes. It is a shame to toss a perfectly good bag. Not to say you are inclined to toss.

I found a rectangular plastic container that fit snugly in my old "floppy" handlebar bag. It was waterproof and kept the camera gear safe & dry. It got to be a hassle opening and closing the lid though. Much easier with a zippered bag.
