I would just buy Schwalbe Marathon Plus puncture resistant tires and avoid flats in the first place.

I used to have flats monthly riding on city streets. Since then I've used Schwalbe Marathon Plus HS 440 puncture resistant tires and haven't had any flats. They're more expensive than regular tires but definitely worth the price.

@Peter R. @jasonhere - Please tighten the two rear nuts that attached the tire to the bike frame. I had the same problem and by tightening the rear nuts, this completely solve my problem.
