How to get the axle out??

In place of the rubber inner tube, I thought of using this..........

That makes sense to me.

Getting the springs a the proper angles with a bit of preload on each one, should help to stabilize the trailer.



There's also gas dampers available that are actually dampers. (They're not bouncy)

These ones are for RC cars, so they might not be big/strong enough? (but they're less than $10 a pair)

I'm sure that there's something available that would have the right pressure, length, and travel that would work for you?
 
I just received a post that a Thera-Band may work,
comes in several sizes and lengths,
I wonder if that would hold up..........?

That looks like a good option.
They look pretty durable.

Probably better than an innertube.
(I used to make slingshots with innertubes when I was a kid. They didn't work very well. Those big rubber bands for hockey pads worked better. )

It comes in tubes as well, if that's easier to work with?

(Actually, thinking about it,.. the Theraband might be kinda springy and bouncy?
An innertube isn't as stretchy, so it might be more "muffled" and have a better damping effect? (I just made that up.))
