USB charge from display intermittent?

Just tried the phone charger from the USB on the left hand side of the display. It is completely intermittent, will not stay on. I would say it has a 50% duty cycle that lasts about 3 seconds. Anyone else run across this?

What are you trying to charge?

Do you power up the bike and then plug in the phone or plug in the phone and then power up the bike (Battery pack power button+press/hold mode button power up). I think I read somewhere you have to plug everything in before powering up the bike for the LCD screen to power the USB plug.
