They are lumping illegal motorcycles with legal eBikes and want to make them in the whippy image of @Stefan Mikes. Cargo moms with two kids and groceries should be able to leave the car behind and take an adequately assisted bike up a hill to home. This would make their bikes unlawful and useless and unsellable. Plenty of moms have bikes like Globe Hauls. That is a good thing.

Limits Class 1 and Class 2 to 16 mph.. Everything manufactured before Jan 1, 2027 is grandfathered. Having two standards by date is unenforceable..
