Step thru fat tired ebike needs hitch rack, just realized problem this creates

Just did look it up. Looks great . How was the back part of frame where there was no wheel holders.
Would it hold 4 inch wheel securely?

Yes. No problem with fat tire bikes. Comes with two sized straps to accommodate tires up to 5” wide if I remember right. The frame has a u-shaped groove in it where the tire sits.
