Speed And Power Setting Parameters

I recently purchased this Dual Motor E-Bike V3 Electric Bicycle 26" FatTire 48V 23Ah 35MPH 21 Speed - On Ebay. I need to lower the Pedal Assist Power in PAS 1. The power seems OK when using just the throttle, but when I pedal, it takes off like Rocket Powered Dragster. There is nothing in the manual describing how to do this. I can get to some settings by pressing the Up / Down keys, but I don't know what the settings mean. Can someone help us to tailor this to our needs?

Wow. Two motor fat tire for $1199. What if you just start off with one motor? Does it run slower?

I have only been using one motor. It doesn't seem to make any difference.
