Setting pas levels s866

Hi, im new to ebikes and the forum. Im starting with a problem sorry. I have the avaka bz20 plus with s866 lcd display. Some reason the levels of pas 1-5 make no difference at all.
Level 1 goes straight upto 15mph with barely any peddling ( ghost peddling) and same for level 5. Is there anyway to roughly set
level 1 4mph
Level 2 8mph an so on ?
Help be much appreciated as been searching web for days

I had one of those S866. Thought it was an awfully cheap display, but the controller didn't work so I got to send it back. You may not have the higher P settings available to you, but if you do, look at P14. You can lower the current, which will probably lower the top speed too, but if you like to ride in PAS 1, that's what has to be done.
