Screws on chainstay

Can somebody please clarify what these screws are supposed to do? The manual is silent on this so any clarification would be highly appreciated.

They are for a kickstand.

More specifically those are for a direct mount kickstand. There's two bolt measurements, 18 and 40mm, measure from the center of the bolt holes.
