Rebate on e-bikes in Texas

I seen this on one of the e-bike sales sites. It list all of the United States and the states participating in rebate programs, and their rebate amounts. ( Texas $250/ e-bike). I would like more information and how to apply. I just bought (2) Lectric brand e-bikes for my wife and I. I don’t know where to start to get info, forms, whatever. I read how Denver Co. Ran out of forms. However where would I look for anny forms for Texas ?. Any sites, information would be appreciated. Thanks
 
Programs like this are sporadic and appear in many states from time to time. What I don't understand is, these same states, counties & municipalities, continue to pass restrictive e-bike regulations. It's sending a mixed message and seems counter productive to me.

i am not aware of any jurisdictions that have restricted the use of e-bikes (class 1-3!) in bike lanes or on roads. are there some - that also offer rebates?

I should have been more specific. Most anti e-bike regulations involve off road use, but they still affect a significant percentage of owners who prefer to ride trails rather than roads.

i think the purpose of the rebates is to get cars off the road, decreasing pollution, energy usage congestion, reliance on oil etc. riding on trails, while fun and worthwhile, doesn’t really get cars off the road.
 
I read this on a site “ Tesway” has e-bike related topics. I took a pic of the site and the quote for Texas. $250 for any Texas resident purchasing an E-bike. Austin Tx has their own rebate program in place with larger $$$. I haven’t tried to contact them yet, but I intend to.
