Rear wheel resistance.

My bike was in the shop today getting a flat changed and I noticed that the rear wheel did not role very freely while it was off the ground. It seemed as if it wouldnt even go a half a turn. It has disc brakes and it is a rear hub motor. The bike mechanic assured me that it was normal. I left wanting to believe him but am a little skeptical. Is this in fact normal? I just would like some reassurance. Thanks in advance for any knowledable answers.
 
There is a ratcheting feel to direct drive hub motors as the internal magnets pass each other. If that is your motor style, it’s normal.
 
I have a hub motor and my wheel spins beautifully unless there is brake rubbing, but I have a geared hub drive.
