I have a gorilla cart 1201b model it weighs 70lbs I carry my puppet equipment that weighs about 400lbs.
I need a ebike or etrike that's folding and that can haul this equipment on even ground with a slight hill. I'm not looking to go 50 mph maybe 10 mph for a 5 mile round trip ride any suggestions?

400 lbs of puppets and a 70 lb. cart?😳
First off, I‘m not sure how you’d attach that specific cart to a bike. If it were me, I’d be looking at a more bike-oriented and lighter trailer. Then you can have a better way to pick a proper folding ebike. Best of luck with your search.

That looks like the ticket. Bike trailers as a whole can only average about 100 pounds of gear. The rear thru axle or frame mount are not engineered to withstand more weight. The RadBurro is not listed on their bike lineup, for that you have to look at their commercial section. Here's a review by Court done in 2017 of this bike:

...but it must be a foldy bike?
Oops, yes, I see that now! Note to self: really got to get that eye exam in 2021!!👁️

I guess the best thing we can do is be open and honest to the OP in that any pedal powered bike is going to be limited in the things they can do. Especially something like a two tired bike with a weak link in that center point quick release to fold the bike in two. Compromises must be made when the market only offers X, Y or Z! :)
