I'm overwhelmed with all the bikes I've looked at. It seems like one is lacking in each department.

Live in Toronto and want to buy locally.

Would love a funky color.

Would not travel more than 24 km to and from work

Might take my furbaby out to get some wind in her hair.

20" wheels jolt more in pothole than 26" or bigger wheels. Cities with perfect pavement are suitable areas for 20" wheel bikes. They are popular in London UK where the tax rates are $$$$. Compensating smoothing can be suspension, or fat tires (bigger than 2"). Mini bikes sell very well, but I don't know how many owners ride them 2000 miles a year as I do my unsuspended bike.

24 km one way might require at least a 8 AH battery at 8 mph, 50% more for 14 mph. That requires charging at work.
Disk brakes are important in the rain, because the performance does not deteriorate like rim brakes. Hydraulic disk brakes are IMHO a frill. I use mechanical disk brakes at 320 lb gross weight on 15% downgrades. Mechanical brakes do require a 5 minute pad adjustment every 1000 miles.
 
based on EBR reviews they all have some kind of issue.

Just about every product ever made has some kind of issue, because nothing is perfect.

Unless you specifically need a folder, my personal opinion is to not get one. A rigid frame is just that much more reliable.
 
Tell us more about what you like and don't like about your choices so far. I don't know about the wait time for any of the bikes on your list, but if you aren't in a hurry, take a look at Rad Power Bikes.

This can't be stated often enough! Regardless of where you buy, first test ride as many bikes as you can! This sometimes means travelling a significant distance to do so but it's worth the effort.

Keep in mind that bikes can be customized for personal preference. Things like handlebars, seats, suspension seat posts and a host of other features can be changed with a little effort.
 
Toronto is not perfectly paved, as I recall. But it is flat. Your range is short enough for most any ebike.

This makes me think 26-29" tires, 2.0-2.3" wide (forget the efficiency of 1.5" tire, you have a motor).
Suspension fork is desirable, not absolutely necessary.
Motor wattage 350-500W, you don't need more and there is no need to limit yourself to 250W (unless you go for 250W mid drive which is a different creature, your scenario doesn't really call for mid drive but you can if you want to).
Fat tire is a personal choice, not necessary in a city even with so-so pavement.
Vast majority of 26-29" bikes can be equipped with rear or front basket for a small pet, this is not a problem.

You should visit Amego store in Toronto and test-ride some of their bikes. Amego Infinite comes in 4 different colors. Amego is a "store brand" and will work on Amego bikes in this store. Though Velofix will probably work on Infinite too, it's a pretty standard bike.

Funky colors you will find in abundance in https://electricbikecompany.com/model-y/. They offer several standard colors and do custom colors for extra $$. Suspension fork will also cost extra, this all adds up. My main gripe with this company is that battery is not easy to remove and store at room temperature as preferred - this takes tools and 5-10 minutes of time, not something you'll do every day after work. Also, - it's online only, no dealers to take it for maintenane or repair, though Velofix will work on it.

If Aventon red wine color is what you want, Pace 350 will do, budget another $200 for lights and basket(s). Some retailers have Pace in stock, call around, but mostly they are out, expect 2 months waiting. Budget $100-150 for a bike shop to assemble Pace (many shops still charge even if they Aventon dealers), though it is not very difficult to assemble and tune-up yourself.

RAD City would be right up your alley (flat terrain), comes with integrated lights and rear rack, its online only, there are no dealers, Velofix will work on it, but they don't offer any choice of colors. City is black and City Step Through is white.

Court reviews are, IMO, nice for specs and photos. "Cons" that he mentions are not always serious, ex - no bottle cage bosses, lights not integrated, stem not adjustable, display not removable (give me a break, 99% of them are not removable).
