Batteries are most at risk for issues like this at the point of charge.

At least one of the articles I read about this suggested that vandalism could have been the cause, rather than any inherent issue with the batteries or chargers. However, with city street fleets I expect that vandalism is unavoidable.

Any reason why commercial ebike companies cannot simply use LiFePO4? Sure, they take an initial price hit and you get half the range, but for rentals, does it really matter that much? You reduce range from 100km to 50km, for a typical tourist that is still a huge distance, way more than they'd be able to cover visiting a typical city.
