Loosened steering head bearings on 2018 Rad Wagon

I loosened the two pinch bolts on the handlebars at the steering post thinking that would give me access to an adjustment. Even after using a rubber hammer and block of wood I could not move the bars off the post the slightest?
And.... every bolt I've ever tried to loosen on it has been like they either had a teenager tighten them or used Loctite. I hate working on it because of that.

There's a screw in the center of the post. With the clamp loosened to make adjustment possible, generally this screw is used to adjust the bearing tension (assuming it's free to turn).
