Looking at used Bike

Hello Fellow Forum Users- I am new to this site. I would like to ask for some advice, please, about a used bike I am interested in. I am just venturing into the world of E-Bikes and learning as I go. I have seen on E-bay a used (2017) Kalkhoff Integrale b8 bike. The original retail price was around $4700.00 and the owner is now asking $2850.00 for his bike which has approximately 820 miles on it and he says it’s in Excellent Condition. He says there is one slight dent in it that was there when he purchased the bike. My questions are two-fold: The bike has 24 inch wheels on it. Is that ideally too small for me (I am 5’ 11” tall with a 32 inch inseam). It also is a medium frame. Secondly, I’m wondering if this sounds like a good buy to the readers of this thread. I thank you in advance for any advice, recommendations you might have to give. Again, I am a newbie to E-biking and don’t know a lot. From what I understand, The Kalkhoff model is a very good one, from the reviews I’ve read. I have read there may have been problems with the motor on this model of Kalkhoff.
 
The bike has 28"/700C wheels, not 24". I would say the frame is slightly too small; my guess is you would prefer the fit of a large frame. Given the reputation of the Impulse EVO drive system, I would not recommend it.
 
First, I wouldn't purchase a used ebike unless I could ride it first and new the owner. A full inspection of the drive unit and battery would be highly recommended.

There were lot of problems with the 1st and 2nd gen Impulse drives. I would not purchase it unless you have done an extended test ride.
There is a reason why they stopped making in-house drives for the US market and started focusing on bikes with the Bosch drive unit.
 
I only buy new bike components on eBay. I got burnt on a car deal decades ago, I wouldn't spend that kind of money on eBay ever again. It's full of scammers and liars in my experience. Luckily is wasn't that much more than you are talking, but it is a painful memory. Unless you like the idea of traveling for small claims court, forget it!
