Is the Gain still limited to 15 mph in the U.S.?

I heard rumors last year that they might increase it. Interested in a e-assisted road bike, but even my cheap Chinese e-bike assists to 20 mph, and on my road bike, I'm usually going 17-18 mph on my own power. Would really like an e-road bike that could provide some assist when I get a stiff headwind. Other than the speed restriction, the Gain looks good.
