Interested in torque as opposed to cadence.....

I'm looking for an upright/step thru bike with torque sensor (as opposed to candence). It would be nice to keep it under $2,500. Suggestions please. Thank you.

$2499 +tax + freight. You have to page down past all the blather to see the claim for torque sense.
As a geared hub motor bike, not suitable for climbing 1000' of mountain in an hour. Rolling hills are not the problem since you can carry momentum from one downhill to the next uphill. I cross 80 of them in 3.7 hours on my hub motor bike.

Are you looking for mid drive torque sensor or hub drive torque sensor?

That looks great. I‘m going to see if there are any dealers. I sure would like to try bikes out instead of online ordering. I get apprehensive about who can fix it if something goes wrong.

My Ariel Rider C class checks your boxes, but I'm doubtful whether they are still available. It's a step thru, upright posture, hydro brakes, Nexus7 internal hub, Tongsheng motor, 48v 10+ ah battery, has low-end fork suspension, and it has both torque and cadence sensing (if their owner's manual is to be believed). $1700 when I bought mine. I got it in 3 or 4 days, as I'm in Bellingham, and it came from Puyallup, WA. I've grown very fond of the bike. No problems so far--except the fender attachments are crappy. I ride 95% in PAS 1, use 2 or 3 PAS (out of 5) only for steep and/or long hills. It has a throttle, which only works on PAS 0, so I never use it. I'd rather pedal anyhow.

Looks like Vic’s in Louisville Ky has the Ariel. It’s cheaper than the Rook Surface 604 that I’m about to check out next week in Chicago.

With that small battery you better pedal.

Don't know if you're still shopping, but I bought the 2023 V Rook in September, 2022. The "V" designates a true step-through frame.

No basis for comparison as this is my first ebike, but I like mine a lot. It was the 1st torque-sensing ebike we tested after 5 cadence-sensing bikes, and that's what sold us -- partly on our research, but mostly on the power delivery's very natural feel.
