Insurance for Mobile E-Bike Rental Insurance

Hi, I am trying to find insurance for an E-Bike Rental business. I am mobile and don't have a shop, delivering the bike from and to customer. Seems that nobody wants to underwrite that business. Any help would be appreciated, thank you

I am in California and use Hiscox for my IT consulting business, which is based out of my home. They underwrite a lot of different small businesses. They don't list ebike rentals, but you could call and ask.
