48v Velotric battery. Here is a picture of the connections, I tried every possible combination but could not get a reading on my vom. The battery is almost fully charged, should be getting something.

Does the bike operate normally when the battery is installed?
Are you getting an E03 error code on the display?
An internal battery fuse may be blown or the BMS safety circuit may have tripped.

Does the charger shut off/ LED turn green at the end of charge in a normal amount of time?
If so you're probably reaching proper full charge voltage. Also your display should tell you if you have a full charge.
Typically a battery issue will show itself with premature shutdown.
I think the smaller battery is the difference from your other bike. Larger batteries are just more stable and efficient at the cost of added weight.
On the same bike I use a 10ah and a 21ah battery. The 21ah has a noticeable more than double the range and far less voltage drop under load.

I'm sure you had the on/off switch activated. Wow, They blank the output unless the battery is mounted? Seems needless to me,

I scoured thru Google, They claim the Fold1 does show voltage on the LCD. It's in one of the interior screens, It also seems Veloctric has some kind of button sequence you can do to force the battery to take a full charge. It can get into some mode where the charger turns off before the battery hits full charge,

Given all that Google info, and assuming you know how to use a VOM, I suppose the battery is getting so smart that it has too many layers of protection. Either do your own search or contact the seller's tech support. Seems like a setup issue,

One other thought. . .
You first reported the problem a few weeks ago.
What was the temperature on your ride?
All batteries loss capacity in cold weather. And it'll be more noticeable, the smaller the pack is.
