How are bikes put together for home delivery?

Hi. I’ve had a loose headset issue for a store (rei) purchased Tesoro. Wondering if the headset is in place / ready to go straight out of the box or if it requires adjustment when putting together- assume folks who’ve had the bike shipped to a home address would know the answer - thanks.
Fyi: Cannondale Tesoro neo x1 & 2 have weird headsets which can’t be easily accessed due to the adjustable bar stem - one thread on Reddit suggests the design is inherently flawed to loosen but I’m not a bike tech ..

They're not "inherently flawed" but that doesn't mean they aren't a pain in the butt to setup. You need a spanner wrench (most commonly used to adjust threaded headsets) to tension the headset assembly. You could also just ditch the setup for a traditional non adjustable stem too.
