I have a NCM Moscow Plus EMtb and it has been really great so far! It's a speed pedelec that goes up to 25 or 26 mph an hour and even comes with a throttle that goes up to 20 or 21 miles an hour, however I feel like pedal assist level one should've been toned down a little bit because 13 miles an hour is way to fast! Plus the motor is pretty sensitive to the pedals so whenever I pedal a little bit it goes up in speed super fast. Overall this is a really good bike and I'm loving it here in California!
 
Welcome from another CA new member. That NCM Moscow Plus seems like an awesome bike, and a good all-rounder. What you describe about its performance sounds very typical of a cadence based system: Full power on (based on PAS level chosen) when pedaling, vs full off when not pedaling. This is compared to a torque based system where the power ramps up (to the maximum for the chosen assist level) based on the pressure you are exerting on the pedals.

I am newly back into e-bikes after about a 9 year purchasing hiatus, so I'm not as up on system details as much as I might be. But a couple of suggestions:
1) Some systems, in the 'Settings' menu of the digital display, allow the user to choose different numbers of the levels of pedal assist, like 3, 5 or 9. If your system current has PAS 1-3 and the system allows you to choose PAS 1-9, you might find that the 'level 1' power is different (a bit lower if the 1-9 setting is chosen);
2) Some systems allow programming (using a tablet) to customize the power of any given pedal assist level.

I don't see a Das-Kit specific forum on EBR, but you might want to ask the question about customizing pedal assist power levels, maybe in the 'General' forum. There is a lot of expertise here at EBR, and folks freely share their knowledge.
