Folding ebike handlebar post quick release clamp won't stay clamped up

The quick release of the handlebar post of my Leon NCM London won't stay clamped up (what's the correct term for this?). If I try to ride the bike, the clamping block always comes off the tab it is clamped onto, even when it is adjusted to full tightness. I don't think it is supposed to be able to clamp on at full tightness so I guess the tab on the post is worn out. Please suggest a way I might be able to fix this to make the bike safe to ride without replacing the whole handlebar post or please suggest a good replacement part. Thanks!

There should be an adjustment screw
 
Are those tapped holes in the clamping block for adjustment screws? If there are set screws in there, try backing them out to provide a better grip on the steerer tube block.
 
Yes they are, those screws are what I meant by when I was talking about the adjustment in my first post. Last time I'm pretty sure backed them out as far as they will go but the clamp still comes undone. I'll give it another go and report back
 
Turning either or both of the screws all the way in or all the way out seems to make no difference, also pressing the little lever on the clamp doesn't seem to actuate anything.
Any suggestions?
 
The clamping block that presses against the stem tab should have a tensioner for adjustment up/down. There has to be some adjustment or it can't really work well.

I have several folding bikes, and the construction of the stem always is a concern. There is one popular ebike where two owners had reported them breaking. One guy looked pretty beat up.

Buy a new stem from NCM. Or hit your local LBS for a replacement. There are only two types. Quill or threadless mount. Your local shop should have something that is reputable.
