Is this so that you can bike with your dog?

For walking trails - but biking in the park would be a good thing to start.

I hike and ebike with 2 adventure dogs daily. That could be a good device to have but you also need to train your dogs to never get out of eye sight or whistle command and return when called.

I also recommend field and water training which has a lot more hazards especially for pups. I nearly lost a pup that I had trained for swimming in a lake but made the mistake of taking her to a camping ground with a very fast river and she immediately ran and jumped in.

I started running as soon as she took off and just barely reached her at the river bank with one hand to pull her back in or she would have drowned and probably never seen again.

Once you train a dog you definitely need to always think of how obeying your command could go badly...some dogs even anticipate your command because they are so eager.
