Does anyone understand the EU Power Limit??

We've all read about the EU 250W power rating / limit for ebike drive systems but the drive system do have higher than 250W peak power. I'm trying to comprehend what the legislation actually specifies....
Is 250W the peak power the motor and controller can provide without overheating within 30 minutes at 25 degrees C? That makes no sense in my opinion. It's very simple to state a peak electrical power the controller can provide to the motor. Motor power rating is very nebulous and is usually the maximum continuous power a motor can be run at a given temperature the way I understand it, yet most interpret the power ratings as motor specific. Reading the EU details it seems to me that a Bafang Ultra M620 with integrated controller would actually be a compliant drive system in EU so long as the assist cut-off at 25kph or 45kph as a speed pedelec.
