Does anybody tried shipping an ebike battery only overseas?

I am here in Dubai, United Arab Emirates. I bought here a Haibike Xduro Fullseven Pro without a battery. I ordered a bosch powerpack battery from the netherlands and the battery was tried to be shipped through TNT shipping and got through customs, I even got a text on how much tax I need to pay but eventually got cancelled and was returned to the seller. Now I am in agony on how to import a battery here in dubai. These restrictions are very strict and even I am already paying a premium on the shipment because it was being shipped as a dangerous goods and being prepared with all documents, it is still impossible.

Never been to Dubai but maybe someday.
Do they have other electric two wheel vehicles; scooters, motor cycles? What do those dealers and shops do to get batteries?

There are ebikes already available here but not a bosch system. I saw some specialized levo and a fuji bafang ebikes. I think shipping companies can ship lithium ion batteries if it is shipped with in the unit. My problem is that the bike is already here but no battery.
