This might give you some Ideas,
If you are looking to carry these bikes, you might want to take a look at these types of motorcycle weight rated, E bike carrying racks, rated for 400# > 600#'s.
They come in Alum and steel materials, they can be 1 or 2 and 3 place models. Some makes/models comes with most all the parts/straps needed, but you'll need to add soft strap loops also and a longer folding loading ramp. They also come with various inside frame widths, get the size that best fits your tire widths.
This is the carrier and ramp I have used for several years and several hundred miles of on and off road travel with no problems.
I have both types of bikes, a Bikonit MD 750, 4.28" x 26" tires, dual battery, a top cross bar and a Biktrix Juggs 4 Duo, 4" x 25" tires, dual battery, step thru, with full length fenders on both bikes, with bike weights running around 75 > 100 #'s, and have carried my bikes several hundred miles in 4 states, on and off road with no problems.
This type of carrier can also be mounted on the front of a pickup with a bolted on receiver hitch, to fit the bike carrier.
Get the type that has
1/2" bolts to make adjustable sized wheel pockets, so that the bike wheels set into recessed pockets between the frame rails, to better secure the bikes, when hauling/traveling.

Center the length of the bike over the main stem of the carriers frame and then make the wheels pockets to fit the tires. Get 2 - 4' long NO hook ratchet straps to go around the carrier/wheel rims, 1 ratchet strap per wheel, then get 2 - 4-6' long ratchet straps and 2 soft strap loops to go around the seat stem center post, 1 ratchet strap/soft strap loop per each side and secure to the carriers frame.

I would also get a 6' folding Alum bike ramp to load/unload the bikes, with the holes in the ramp center section, keep the bike from sliding around when loading/unloading.
The OEM ramp that comes with carrier has a very short ramp, Not very good, IMHO.
Use the OEM short ramp to slide over the wheel pocket holes for loading and unloading, makes for an easy loading/unloading task.

To help with the blocked vehicle license plates/turn/stop signals, you can use what I do,
I bought a vanity license plate with the
SAME LETTERING INFO that is on your legal vehicle license plate of your state.
I then attach this vanity license plate on the bike in plain sight, (Bunge cords), so I won't loose it, and leave the State Original License plate attached to the vehicle.
This is where I got the vanity plates from, that I use on both of my PU's.

I have been stopped for blocked license plate once by our state troopers, once he seen what I had done, he laughed and said that's OK, after he checked everything out.
I had added LED brake/turn signals lights that plugged into my vehicles bumper plug, for the bike rack, so they were not blocked also. Here is more turn signal lights information I added to the bike rack, double turn/brake signal lights now.
