Absolutely, it should not be done on a regular basis even though the BMS and controller do a great job at protecting the battery.
I wonder if not reaching 4.2V per cell but 54.1V total is also done for longevity.
My feeling is no it's not done for longevity. I have a feeling that brand new cells will stay at 54.6v (13 * 4.2v) after charge but don't need to be in the world long before they no longer keep at the full 4.2v but start to go down. My existing batteries are around 4.16v per cell and I'm guessing the cells are a year old. My son's battery is 2 years old and still around 4.12v per cell. The battery chargers all output 54.6v and the BMS doesn't really throttle the voltage to the cells it's just and on/off. Still if after 2 years we are getting 4.12v per cell that's awesome to me.
