I saw a clip on YouTube of an ebike that had multi modes at the press of a button.
There were a number of modes from 15.5 mph Street legal to over 60mph.
I can't find the clip anymore...
Does anyone have a link or does anyone know the kit used for this?

Sounds more like an emoto. Ebikes would have, at most, a 52v battery. To reach 60MPH, you might have to have maybe an 80v battery. Knowing the speed, it’s quite possible the user had a high voltage setup with a cycle analyst and phaserunner or maybe a VESC.

KT controllers (and displays) are great for e-bikes and could limit speed the way you’ve explained. The KT controllers can be set to “speed control”. That is, each PAS level will be limited in speed. Which seems to be what you are looking for. Here is a link to kit I’ve purchased in the past. You would want to purchase the display with the controller to ensure they will work together. There may be splicing involved, so do your homework and be prepared.

Here is the manual for the LCD8H display that I got with my kit. The P3 setting can be set to speed control.
