I think it's aimed at the antifa pop up tent cities and the criminal activities that go along with them. If you are not a dirty meth hippy you got nothing to worry about. "Stealth" camping in the city limits is stupid. Tennessee can see the writing on the wall, this "great reset" will up end many lives and they do not want vagrants ruining their cities. Just look at Seattle, Portland and San Fransisco.
