Caboose - wind covering

I have the radwagon 4 and love it. I have the caboose, which is great for keeping the kids safe. Now that it’s winter, I bundle the kids up but some places (mainly school), it’s less than ideal to put them in snowsuits. I bundle them up top but their legs get cold primarily from the wind. I saw someone retrofit a keenz wagon cover to winterize a radwagon, but I’m wondering if anyone has tried anything cheaper/simpler. It’s just the legs/feet, so hanging 2’ or so of shower curtain from the caboose frame crossed my mind to cut the wind. Just wondering if anyone else out there has had success before I experiment with anything.
